WP 3: Evaluation of the project

Work description The external evaluation of the project should be regarding its contribution to the generic preparedness planning, to an increased interoperability among member states and consider its suggestions to improve today’s medical caretaking. The internal evaluation plan mentions the role of the management structure, i.e. the management and the steering committee. - A tight and experienced management structure allowing for extensive discussions and interactions before finalizing this proposal and during the continuation of MASH, will contribute to the quality control of the various WPs. At issue are choice of methods, awareness of previous publications and adequate coverage of the subjects and sound deduction of conclusions or statements. - Regular seminars with the reference group analyzing, criticizing and discussing the various WPs will further contribute to the internal evaluation. The final product will be adjusted, reworked and corrected in accordance with suggestions made by the reference group.
In summary, three aspects of the project may be evaluated; the quality and content of the outcomes, the impact of the work and the quality of the management. As recommended in the evaluation report of the original proposal, an external peer review group consisting of academic and industrial representatives together with state authorities, will be used to review the work content and quality. The impact of the project can be evaluated based on the response and participation of the invited representatives of MS and by questionnaires concerning the acceptance and implementation of project recommendations as well as observed increased inter-operability. The long term impact of the project outcome could not be evaluated within the framework of the project but conducted independently a certain period of time after the conclusion of the project. Finally, effective project management may be evaluated based on timely completion of all goals and deliverables. All methodologies for evaluation will be based upon the mutual agreement of the partners and the EAHC.
