WP 4: CR(E) Scenarios

Objectives A common understanding of the situation to be planned for, in mass emergencies following chemical or radioactive release.
Work description Scenarios have been developed in a number of earlier projects (e.g. ASSRBCVUL and IMPACT). This Work Package will not develop any new scenarios but instead make use of older ones, modifying them or select the ones giving mass casualties as one result. The work will also be limited to scenarios where the mass casualty situation is caused by toxic chemicals or radioactive material. Generic scenarios involving the release of toxic industrial chemicals and chemical warfare agents have already been developed in the earlier project GSCT (EU-agreement number – 2003217). From these scenarios, the ones useful for the mass casualty situation will be selected. Furthermore, scenarios with radioactive material in combination with explosive charges will be further developed in a similar way to make them generic. The scenarios will serve as a base for the work conducted in following WPs. The scenarios will describe the consequences for the medical management system. Thus it is vital that the resources needed for prioritizing, giving first-aid, decontaminating and transporting patients are accurately and concretely described.

Milestones The deliverable D1 produced from this work package will provide the basis for evaluation of the current state of preparedness for CR mass casualty incidents today (WPs 5 and 6). Furthermore, challenges will be presented which may need to be addressed in corporation of new measures and technologies and therefore, this work will also support WPs 7, 8, and 9.
